Flowing Clean: Communities taking responsibility for the restoration of the Soufriere River system

In 2025, WaterWays Caribbean was awarded UN grant funding from the ProCaribe+ program to develop and sustain a strong community pride as the basis for addressing pollution and to complement this by establishing a system for the effective control and management of pollution in the Soufriere Watersheds.

Objectives
1. To develop and sustain public and stakeholder support for the substantial reduction in
sold and liquid based sources of pollution as a means to improving environmental quality.
a. Charter for the Management of the Soufriere River


2. To design and implement a comprehensive and sustained public awareness and
environmental education programme for all communities and stakeholders working and
living within the Soufriere Watersheds.
a. Community consultations
b. Community perception survey
c. Social Media to influence Behavioural Change Training


3. To find the optimum and most efficient technology for collecting, managing and
neutralizing the impacts of liquid waste within the Soufriere Watersheds and to identify
funding for their implementation.

 

a. Prefeasibility Study on Options for the management of sewage and other liquid
waste in Soufriere Town and the Upper Watershed

4. To establish a community composting facility and biofuel production to manage
biodegradable waste within the Soufriere watersheds.

5. To generate a strong level of commitment to action at the community level which will
reduce pollution over time, beyond the lifespan of the project.
a. Micro Community Grants to address solid waste and other pollution issues


6. To establish a community based environmental quality monitoring structure and system
which will report regularly to selected stakeholder including the GOSL.
a. Adopt a River
b. Install a litter boom in the Soufriere River
c. UAV training and mapping to monitor the Soufriere Watershed


7. To review towards improving or establishing a cost effective and efficient structure and
system for marine sold waste management.
a. Establish a system for management of marine trash in Soufriere.


8. To review existing legislation and regulations to determine their efficacy in addressing
pollution in the Soufriere Watershed and to make recommendations for their
improvement if found deficient
a. Review of applicable legislation pertaining to trash and pollution.
b. Training for police officers, customs and ports police in Soufriere


9. To undertake an epidemiological study which ascertains the incidence of cancer within
the Qualibou Caldera and to determine if there is any correlation with water quality
a. Epidemiological survey of cancer incidence and prevalence in Soufriere
b. Water testing for heavy metals, organochlorides and organophosphates (tap water,
selected spring and river)

 

10. To establish an efficient, cost effective and responsive project administration and
management team for the entire project as the primary means of meeting all project
objectives and donor requirements
a. Project management
